7 Regional Issues Committee-Rail Service Enhancements. 15 Appropriation of Excess Impact Aid Receipts. 17 Establishment of a Video Services Division. Consider adoption of proposed Resolution R00-121 to authorize the execution of an agreement between the York County Board of Supervisors and the York County School Board to form a Video Services Division to serve the television/video needs of both the County government and the County school system, as well as a Video Services Board that will oversee the division.  APPROVED
