DIRECTORS OF PUBLIC WORKS

Mark L. Bellamy, Jr. - Director of General Services

Mark Bellamy is the Director for the County’s Department of Public Works.  In this role, Mr. Bellamy provides coordination for the County’s Divisions of Engineering, Facility Maintenance, Stormwater, Project Inspections/Development Site Work, Utilities Operations, Infrastructure Management and Grounds Maintenance, Waste Management and Fleet Services. Mr. Bellamy has worked for the County since 2001 serving as the County’s Fleet Manager before being promoted to Director.  He holds a BA in Business from Virginia Wesleyan College and a Master’s of Business Administration from Averett University.  The college course work is complimented by two professional designations from The National Association of Fleet Administrators and the Association for Equipment Management Professionals.

Brian K. Woodward, P.E., Interim Director of the Environmental Services

Brian K. Woodward, P.E. is the Deputy Director of the County’s Department of Public Works. Under the Public Works organization, Mr. Woodward has direct oversight of Engineering, Waste Management and Recycling, Utilities Operations, Project Inspections/Development Site Work, and Infrastructure Management. Mr. Woodward  is actively involved in the extension of water and sanitary sewer facilities to existing developed neighborhoods, Stormwater capital projects and the curbside solid waste and recycling collection programs.

Mr. Woodward received his Bachelor of Science degree in Civil Engineering from Virginia Tech (1988) and became a licensed Professional Engineer in the Commonwealth of Virginia in 1994. He is currently enrolled and seeking a Masters Certificate in Public Administration from Virginia Tech. Mr. Woodward began his career with York County in 1988 with the Department of Public Works and Utilities. Mr. Woodward has served as the Waste Management Superintendent (1992-1994) and as the Chief of Utilities (1996-2015).

CHIEF OF ENGINEERING

Joe Sisler, Chief of Engineering and Facility Maintenance

Joe Sisler, the Chief of Engineering, manages Utilities Engineering; Facility Engineering; and Stormwater Programs.

Mr. Sisler received a Bachelor’s Degree in Civil Engineering from West Virginia University and a Master of Engineering Management degree from the George Washington University.

He spent 11 years performing private sector engineering and construction management before joining the County in 1997, first as Utility Engineer then as Manager of Engineering for the Utilities and Stormwater Divisions and most recently as Chief of Engineering and Facility Maintenance.

CHIEF OF STORMWATER PROGRAMS

Joe Brogan, Chief of the Stormwater DivisionJoseph Brogan is the Chief of Stormwater Programs. As such, Mr. Brogan is responsible for overseeing environmental programs, stormwater capital improvements, maintenance of drainageways, and drainage improvements.

Mr. Brogan earned his BS in Engineering from Virginia Tech in 1989.  He has worked for York County since 1994.

FLEET SERVICES STAFF

Ron Henley, Fleet Manager Ronald Henley is the Fleet Manager for the Division of Fleet Services, which operates under the County’s Department of Public Works.  In this function, Mr. Henley is responsible for performing supervisory and administrative work in managing the County’s fleet of automotive, construction and turf equipment as well as overseeing operations of the County’s fuel sites. 

Mr. Henley holds a Bachelor of Science in Professional Aeronautics from Embry-Riddle Aeronautical University and a Master of Science in Logistics Management from Florida Institute of Technology.  Prior to joining York County in 2016, Mr. Henley served in the United States Army for 26 years.

Denny Kincade, Maintenance SuperintendentDenny Kincade, Maintenance Superintendent for the Division of Fleet Services, is responsible for all operations related to the maintenance and repair of the county fleet, which is comprised of 300 cars and trucks, and approximately 400 other pieces of assorted equipment.

Mr. Kincade graduated from Nashville Auto – Diesel College and holds the 2009 Association for Equipment Management Professionals Technician of the Year award and five Automotive Service Excellence Master Technician and Emergency Vehicle Master Technician certifications.

Prior to joining York County in 1990, Mr. Kincade served in the United States Navy.

INFRASTRUCTURE SERVICES MANAGER

Randy Yokum, Manager of Infrastructure ServicesRandy Yokum is the Public Works Infrastructure Manager. The Infrastructure Services Division is responsible for the system administration of the enterprise asset management software. The system is used in the functional areas of building permits and inspections, plan review, and customer service.

Infrastructure Services also oversees:

  • Sanitary sewer utility and facilities markings complying with the state damage protection act.
  • Computer aided drafting and design.
  • GIS Management of utility layers.
  • Fats Oils and Grease program, aka FOG.

Randy Yokum, was appointed Public Works Infrastructure Manager in 2015. He joined York County in 1986 as an engineering technician with the Department of Public Works. Mr. Yokum attended Thomas Nelson Community College and Old Dominion University.

PROJECT / DEVELOPMENT INSPECTION

Richard Sutton, Utilities Project ManagerRichard Sutton performs technical and supervisory work for the Department of Public Works Project/Development Inspection Division. He reviews, administers, and inspects construction projects to ensure that state erosion, sediment control, and stormwater minimum construction standards are met; that County ordinances, standards and specifications governing these projects are followed. Mr. Sutton confers with contractors, project engineers, and residents on each project. He coordinates with Virginia Department of Transportation on construction related traffic control and roadway reconstruction. Mr. Sutton supervises the construction inspectors involved in water and sanitary sewer, and stormwater construction projects.

Mr. Sutton has 30 plus years’ experience in the construction field, and has held a class “A” contractor certificate since the year 2000.

STORMWATER AND GROUNDS MAINTENANCE STAFF

Rob Krieger, Chief of Operations

Robert L. Krieger III, is the Chief of Operations for Stormwater, Mosquito Control and Grounds Maintenance & Construction.

Mr. Krieger earned his Bachelor of Arts and Sciences degree from Virginia Tech and is the recipient of the Mid-Atlantic Chapter of American Public Works Associations Professional Manager of the Year.  He joined York County in 2000 and has served as the county’s Superintendent of Grounds, Chief of Grounds Maintenance & Construction and as the County’s Fleet Manager. His prior experience includes positions with the Department of Parks & Recreation with the City of Hampton and Facilities Maintenance Management at The College of William & Mary.

Scott Ashworth, Athletic Field/Turf Maintenance Superintendent

The county’s Athletic Field/Turf Maintenance Superintendent, Scott Ashworth, leads a group of employees in the Grounds Maintenance and Construction division in the maintenance of the McReynolds Athletic Complex (formerly known as the York County Sports Complex), park and school athletic fields, and the York County schools.  Mr. Ashworth coordinates scheduling and special events with staff members of Parks, Recreation, and Tourism.   

Mr. Ashworth earned his Bachelor of Science degree in Business from Tennessee Technological University.  He holds a Certified Nutrient Manager certification from the Commonwealth of Virginia.  Prior his hiring in 2009, Mr. Ashworth was employed as the Sports Turf Manager at Christopher Newport University.

Steve Shumaker, Storm Water Operations Superintendent
Steven Shumaker,
is the Storm Water Operations Superintendent. Mr. Shumaker earned his Associates Degree in Business from Thomas Nelson Community College.  He joined York County in 1997 and is in charge of the maintenance, renovation and construction of County owned easements and Storm Water Management Ponds. His prior experience was with Newport News Waterworks.
