T. W. (Tom) Sawyer is the Purchasing Agent for the County and the York County School Division. The Central Purchasing Office provides procurement of goods and services for all offices, agencies and Boards of the two entities. The purpose of the consolidation of purchasing functions for both organizations is to realize cost savings , to standardize procedures to achieve County-wide consistency in purchasing policy and vendor/supplier relations, and to dispose of surplus property.
Mr. Sawyer obtained a Bachelor of Arts degree in Business Administration at St. Leo College while employed as the Director of the Central Warehouse for the City of Hampton and Hampton City Schools. He worked for the City of Newport News as Assistant Purchasing Agent until 1984 when he was hired by York County to operate the Purchasing function. He holds lifetime certificates as a Certified Public Purchasing Buyer and a Certified Public Purchasing Officer from the Universal Public Purchasing Certification Council.

Central Purchasing is a member of the National Institute of Governmental Purchasing (NIGP) and the Virginia Association of Governmental Purchasing (VAGP).
