WHO WE ARE

Brian Fuller, Deputy Director of Community ServicesBrian Fuller is the Director of Community Services. He supervises the divisions of Children and Family Services, Juvenile Services, Housing and Neighborhood Revitalization, and Parks, Recreation, and Tourism. In his capacity as acting director, she oversees the activities of the York-Poquoson Office of Virginia Cooperative Extension. Mr. Fuller is also directly responsible for overseeing the Division of Parks, Recreation and Tourism which includes the operations of the County’s 11 parks, numerous youth, adult and community programs, Senior Center of York, facility scheduling for selected school facilities and parks. The McReynolds Athletic Complex, Yorktown piers, Trolley operations and Yorktown special events, are the responsibilities of the PRT division. The division also has liaison responsibility for over 10 Boards and Commissions/Committees that assist in carrying on the work of the County.

Mr. Fuller holds a Bachelor’s degree in Parks and Recreation, Leisure Services, and Physical Education from Virginia Wesleyan College (1984), became a Certified Park and Recreation Professional in 1990 and is a 2015 graduate of the Historic Triangle LEAD program. Mr. Fuller is currently pursuing a Graduate Certificate in Local Government Management through Virginia Tech. Mr. Fuller began working in York County in 1984 as a Recreation Supervisor I and held the positions of Recreation Supervisor II and Parks Recreation and Tourism Manager prior to becoming Deputy Director. He has been an active member of both the Virginia Recreation and Park Society (VRPS) and the National Recreation and Park Association (NRPA) for over 30 years.

CHILDREN AND FAMILY SERVICES

Sheri Newcomb, Division Manager of Children and Family ServicesSheri Newcomb is the Deputy Director of Community Services and the division Manager of Children and Family Services. Ms. Newcomb is responsible for developing, administering, and supervising child development services provided to residents by the county’s federally-funded Head Start program. In addition, she administers county contracts with non-profit agencies and other groups for various early childhood development programs and serves as a resource for the community on issues relating to early childhood development.   

Ms. Newcomb has a Bachelor of Arts degree from Christopher Newport University, a concentration in Therapeutic Recreation and a Master’s Degree in Public Administration from Old Dominion University.

Ms. Newcomb began her career in 1992 as a Licensed Therapeutic Recreation Specialist for Colonial Hospital, followed by a position with the City of Newport News Parks, Recreation, and Tourism as a Therapeutic Recreation Supervisor over programs for individuals with special needs and staff liaison to Mayor’s Committee on Disabilities. In 2008, Ms. Newcomb left the City of Newport News and took the position as Manager of Children and Family Services for York County.

HOUSING AND NEIGHBORHOOD REVITALIZATION

Ken Drees, Division Manager for Housing and Neighborhood Revitalization and Special ProgramsKen Drees is the Division Manager for Housing and Neighborhood Revitalization. As Division Manager, Mr. Drees is responsible for the Housing Choice Voucher Program – a Department of Housing and Urban Development rent subsidy program benefiting low income citizens, and financial assistance programs that benefit low income home owners experiencing major home accessibility and safety issues. Mr. Drees also plays a major role in acquisition and oversight of Community Development Block Grants which benefit low income York County home owners.

As Division Manager, Mr. Drees is involved in various activities and projects, and serves on community boards and commissions dealing with issues of aging, health and disabilities. Mr. Drees also plays a major role in acquisition and oversight of Community Development Block Grants which benefit low income York County home owners.

Mr. Drees is a 1969 graduate of The Ohio State University, and a 1975 graduate of the Medical College of Virginia with a Master’s Degree in Hospital Administration. He is a 2008 graduate of the Weldon Cooper Center’s LEAD Program for local government managers.

Mr. Drees served a 20-year career in the United States Air Force as a Medical Service Corps Officer and was an executive director of several nonprofit hospice programs before assuming a staff position with the National Hospice & Palliative Care Organization in Alexandria. He joined York County in 2006.

PARKS AND RECREATION

Bonnie Fitz, Parks and Recreation SuperintendentBonnie Fitz,  Parks and Recreation Superintendent, oversees the parks, facilities, budget, and staff of Parks and Recreation by emphasizing efficiency and effectiveness while improving the quality of life.  She is dedicated to providing the citizens of York County with quality recreational opportunities that encompass diverse programs and facilities to promote mental, physical and social well-being. 

Ms. Fitz has a Bachelor of Science in Kinesiology and Physical Education. She is a Certified Parks and Recreation Professional by National Park and Recreation Association and has been in the recreation field for 25 years. In May 2016, Ms. Fitz returned to her home state to be a part of the York County team. Her message to everyone is:  Stay happy, healthy, and fit!

YORKTOWN WATERFRONT

Darren Williams, Operations CoordinatorDarren Williams, Operations Coordinator for certain activities along the waterfront, is responsible for all operations related to the Yorktown Trolley, Docking at Riverwalk Landing, and Historic Freight Shed. A few of his additional key responsibilities include overseeing the American’s with Disabilities Act audits, management of the county’s custodial contractors, and event support for Riverwalk Landing

Mr. Williams is a nationally Certified Playground Safety Inspector and, since his hiring in 2008, has received two National Association of Counties awards, is the author of grant proposals and has been awarded federal funds for improvements to the waterfront area.  In addition, Mr. Williams’ work has helped to establish the Riverwalk Landing piers as a Virginia Clean Marina.
