MOORETOWN ROAD STUDY
York County is participating with James City County and VDOT in a study to examine the feasibility and evaluate alternatives for extending Mooretown Road from Lightfoot Road to Croaker Road in James City County. The consultant team will present a potential alignment for the Mooretown Road Extension. Following the presentation, attendees will have the opportunity to comment on the alignment and the overall project before the final study recommendations are submitted. Click here for details.

PLANNING DIVISION

The mission of the Planning Division is to assist the community in defining and realizing a shared vision for the physical development of the County. The division is responsible for the County’s Comprehensive Plan and for reviewing and making recommendations on land use and development proposals – typically rezoning and Special Use Permit applications – that are presented to the Planning Commission and Board of Supervisors for consideration.

Tim Cross, Principal PlannerAs Principal Planner, Tim Cross manages the daily operations of the division and coordinates the application review and Comprehensive Plan update processes. He also serves as the staff liaison to the Transportation Safety Commission and performs demographic and statistical analysis. Mr. Cross graduated from the College of William and Mary in 1984 with a Bachelor of Arts degree in Government. In 1988 he earned his Master of City and Regional Planning degree from Rutgers University. He began working for York County as a Planner in 1989 and was promoted to Senior Planner in 1996 and to Principal Planner in 2001. In 1999 he attained professional certification as a member of the American Institute of Certified Planners.

Amy Parker, Senior PlannerAmy Parker is a Senior Planner, serving as a staff member to the Planning Commission and the staff liaison to the Historic Triangle Bicycle Advisory Committee. Ms. Parker holds a Bachelor of Science degree in Geography from Pennsylvania State University.  She supplemented her degree with graduate-level coursework at Boston College, North Carolina State University, and the College of William and Mary. Prior to joining York County in 2002, Ms. Parker accrued over twenty years of experience in planning, development review, permitting, zoning administration, and natural resource management. She has worked for various localities and agencies, including the Hartford County (Connecticut) Soil and Water Conservation District, the Central New Hampshire Regional Planning Commission and Prince William County.

Earl Anderson, Senior PlannerEarl Anderson is a Senior Planner, serving as a staff member to the Planning Commission and the staff liaison to the Historic Yorktown Design Committee. Mr. Anderson received a Bachelor of Science degree in Community and Regional Planning from Appalachian State University in 1999 and has been a member of the American Institute of Certified Planners since 2005. In addition, he has served on the Board of Directors for the Virginia Chapter of the American Planning Association since 2004, currently serving as Professional Development Officer. Mr. Anderson has previously held several planning positions with the City of Harrisonburg and served as a Utility Planner for the City of Richmond. He was hired as a Planner for York County in 2004 and was promoted to Senior Planner in 2015.

Krystina Collins, Planning AssistantKrystina Collins is the Planning Assistant, serving as the Administrative Coordinator for the Planning Division and Secretary to the Planning Commission and provides administrative and clerical support to both the planning staff and the Commission. Ms. Collins attended Virginia Commonwealth University and Thomas Nelson Community College, where she received her Associate’s Degree in Social Sciences. She worked for the York County School Division from 2008 to 2014. In 2014 she began working for York County in the Department of Environmental Services before joining the Planning Division in 2015.
