The Development Services Division oversees the site plan and subdivision review process to ensure that plans comply with current ordinance requirements. It also investigates property-related nuisances to ensure that existing development complies with requirements of the Zoning Ordinance and other chapters of the County Code.

Al Maddalena is the Chief of Development Services. Mr. Maddalena provides direction and oversight to the offices of Site and Subdivision Review, Zoning and Code Enforcement, and Building Regulation. His division is responsible for the review and approval of site plans, subdivision plans and plats, the enforcement of zoning and nuisance codes, and the issuance of building permits and associated inspections.
Mr. Maddalena began his employment with York County in 1987 as a Planner I and, after serving for 18 years as Chief of Development and Compliance, was appointed Chief of Development Services in October 2014. Mr. Maddalena received a Bachelor of Science degree from Rutgers University in 1980 and a Master's degree from the City University of Seattle in 2006. Prior to joining York County, he was employed with the City of Newport News Engineering Department in the Transportation Division.
