Indoor Plumbing Rehabilitation Program (IPR)

The Indoor Plumbing Rehabilitation Program (IPR) provides zero-interest, forgivable loans for the installation of indoor plumbing to the owners of substandard housing, defined as a household where indoor plumbing does not exist, or where the septic system has failed. The program may also provide for general rehabilitation or accessibility improvements to homes occupied by persons with disabilities.
